
A woman on a personal mobility aid (PMA) rode across a junction in Ang Mo Kio on May 7 when the light was not in her favour, and collided with a car.
She then apparently rode off before the driver could confront her.
The incident took place at the junction of Ang Mo Kio Ave 5 and Ang Mo Kio Ave 8 at around 4:15pm.
Cut across road during red light
An eyewitness told Mothership that he was waiting to turn right at the junction when a mobility scooter user cut across the road in front of him.
In dashcam footage shared by the eyewitness, the woman was seen riding across the pedestrian crossing as the light was red.
Even though vehicles had started moving off, the woman did not slow down and collided with a blue car.

After the impact, the woman briefly gesticulated at the car driver.
The driver wound down the window in an attempt to speak to her, but the woman did not remain at the scene.
Instead, she rode off and used the adjacent pedestrian crossing to continue on her way.

PMA user "just took off": Eyewitness
The reader told Mothership that from his point of view, the driver did not manage to speak to the PMA user before she "just took off".
"I just wanted to make sure the driver of the vehicle gets the recording for his or her insurance claim if required," the reader said.
Under the Active Mobility Act, PMAs, including motorised wheelchairs and mobility scooters, are designed to carry an individual who is unable to walk or has walking difficulties.
Starting from the last quarter of 2025, all mobility scooter users will require a certification of medical need.
Other regulations, including reduction in speed limit to 6km/h from 10km/h, and standardised dimensions for PMAs used on public paths, are set to kick in from the first quarter of 2026.
