About 1,000 flats of various sizes at the former Keppel Club golf course will be launched in the upcoming Housing and Development Board (HDB) October 2025 Build-To-Order (BTO) exercise.
This is part of the over 50,000 flats that will be launched between 2025 and 2027, shared Minister for National Development (MND) Desmond Lee in a Facebook post on May 15.
The project at the site of the former Keppel Club golf course will offer a range of units, from two-room Flexi to four-room flats, and public rental flats.
Lee shared that the estate will be designed in response to the area's environment, as it is located next to Berlayer Creek, a place rich with biodiversity and historical maritime connections.
It will feature green spaces and stepped building heights between 19 and 46 storeys.
Lee added that new landscaped terraces and green corridor features will also be integrated into the development to facilitate ecological movement and create new pathways and habitats.
Families with young children can enjoy a preschool and a nature-themed playground when the estate is ready, he added.
19,600 flats in 2025
In 2025, HDB will launch about 19,600 homes across various projects, beyond the former Keppel Club estate, said Lee.
In the July 2025 BTO exercise, HDB will offer around 740 flats in Toa Payoh Town (West), which is located near Caldecott MRT station and along an eating house, shops, and a preschool.

He wrote:
"We are committed to ensuring that public housing remains affordable, inclusive and accessible for Singaporeans by building more homes across the island, including in areas near to the city centre. This will enable families to live closer to their workplaces or their elderly parents who may be staying in the older HDB towns nearer to the city centre, for mutual care and support."
