S'pore woman, 59, fined S$4,800 after repeatedly feeding pigeons in Bukit Merah

Despite being warned repeatedly and fined three times before, a woman continued to feed pigeons in Bukit Merah.

Yuan Lixuan (transliteration), 59, was fined S$4,800 on Apr. 21 for illegally feeding birds.

Feeding wildlife, including birds, is illegal in Singapore under the Wildlife Act.

Offenders can be fined up to S$10,000.

Since 2016

Yuan was charged with 18 counts of feeding wild animals, and pleaded guilty to four counts.

The remaining charges were taken into consideration for sentencing, reported Shin Min Daily News.

Charge sheets showed that Yuan has been illegally feeding the birds since 2016, and was fined thrice before.

After reports from members of the public, enforcement officers from the National Parks Board (NParks) and the Tanjong Pagar Town Council caught her pouring a bag of mung beans into a planter box, attracting a crowd of about 50 pigeons.

CCTV footage also showed her with a cooler bag full of loaves of bread and mung beans, which she scattered on the ground for the pigeons.

Previously in 2024, a woman was caught on video feeding birds daily at Bukit Merah.

The man who took the video could be heard threatening to report her if she continued.

"Told you so many times not to feed but you still do it, I am going to report to NEA, I tell you," he said.

A spokesperson for the Tanjong Pagar Town Council told Stomp that they are aware of the woman's actions.

"We have spoken to the feeder and enforcement actions were taken by NParks but unfortunately the feeding still persists," the spokesperson said.

"We will continue to engage with the feeder to see how best we can resolve this issue."
