S'pore to deny VEP applications for foreign vehicles with outstanding fines
Currently, foreign-registered vehicles with outstanding fines may be denied entry into Singapore when they are at the land checkpoints.

From Nov. 2, 2026, foreign-registered vehicles with outstanding fines for traffic, parking or vehicular emissions offences committed in Singapore will not be able to apply for or renew their vehicle entry permit1 (VEP) with the Land Transport Authority (LTA).
This will be a change from the current practice, where foreign-registered vehicles with outstanding fines may be denied entry into Singapore only when they arrive at the land checkpoints, the Ministry of Home Affairs (MHA) and LTA said in a joint news release on May 15.
All foreign-registered vehicles must have a valid VEP for entry into Singapore, it was added.
Change in practice
Foreign-registered vehicles should settle their outstanding fines before applying for or renewing a VEP and entering Singapore.
To ensure a smooth VEP application process, foreign motorists should check for any outstanding fines at www.axs.com.sg and settle them promptly before applying for or renewing their VEP at LTA’s OneMotoring website, and before travelling to Singapore.
Fines can be paid via other channels, such as at the AXS kiosks, AXS website and AXS mobile app, the respective agencies’ websites, as well as respective agencies’ customer service counters.
The agencies include the traffic police, Housing and Development Board (HDB), Land Transport Authority (LTA), National Environment Agency (NEA), and Urban Redevelopment Authority (URA).
Submit application two weeks in advance
Foreign motorists are reminded to submit their VEP applications at least two weeks before their intended entry date.
Payment service providers may take up to two calendar days to process fine payments and update the records in the agencies’ systems.
