Johor Regent applies to develop housing on his land at Holland Rd, site to be rezoned: URA

This follows a land swap between the Singapore Government and the ROJ in June 2025.

The Regent of Johor, Crown Prince Tunku Ismail (ROJ), plans to develop his land parcels at Holland Road for residential uses, if approved, for low-rise, low-density housing and Good Class Bungalows (GCBs).

In a press release on Mar. 17, the Urban Redevelopment Authority (URA) said it received a development application from the ROJ.

The URA has reviewed the application with technical agencies and is proposing to rezone the ROJ's land parcels to "residential" status.

This follows a land swap between the Singapore Government and the ROJ in June 2025.

Land Swap

In June 2025, the Singapore government announced the land swap so that the ROJ's planned developments would be further away from the Singapore Botanic Gardens UNESCO World Heritage Site.

The ROJ swapped the 13ha Plot C for the 8.5ha Plot A, seen in the image below.

This means that the planned developments would be further away from the Singapore Botanic Gardens.

The application specifies that the land will be developed for low-rise, low-density housing with a Gross Plot Ratio of 1.4 as well as GCBs.

URA and relevant agencies assessed that the proposals were "compatible and sensitive to the surrounding residential neighbourhood.

URA added that the plans complied with current height restrictions that "protected the visual amenity" of the Singapore Botanic Gardens."

Hence, Plots A and B, now owned by the ROJ, would be rezoned from "Special Use" and "Open Space" respectively to "Residential".

The land parcels would also be designated as GCB areas to reflect the housing that will be developed, pending approval.

To mitigate any potential impact on the environment, developers would also be required to undertake environmental studies before the commencement of works.

Plot C to remain undeveloped for now

According to the press release, Plot C will remain undeveloped with future plans kept open.

Plot C, which is currently zoned as "Open Space" and "Special Use", is undergoing proposed amendments.

The part of Plot C deemed as "Special Use" will be proposed to become "Open Space".

This leaves the entirety of Plot C as "Open Space" should the proposed amendments be approved.
