A 71-year-old woman was allegedly struck by a food delivery rider riding a Power-Assisted Bicycle (PAB) in Pasir Ris which resulted in a triple jaw fracture.

The incident occurred on Dec. 10, 2025 at about 3pm on the shared concrete pavement of Pasir Ris Polyclinic and Pasir Ris Mall.

The woman's husband, Frank Singam, took to Facebook to share a plea from his wife Malar as she lay hospitalised in Changi General Hospital (CGH).

The rider has apologised and visited Malar in hospital.

'I can only drink my food'

Malar was walking home with her husband on the concrete pavement when she was allegedly hit by the PAB rider from behind.

She was caught off guard and she fell face-first with her "chin absorbing the brunt of her fall".

Her jaw was shattered in three places and she was bleeding.

Members of the public came to her aid, and Malar was ferried to Changi General Hospital.

On Dec. 12, she went through an operation, doctors inserted implants and wired her jaw shut to facilitate recovery.

She is currently on a full liquid diet till her jaw has healed, struggling to speak. Malar stated in the video, "I can only drink my food".

Other follow-up procedures are also required including eventually removing the wires keeping her jaw shut and other dental check-ups.

Singam's Facebook post stated that the outcome could have been much worse.

"She could have sustained more serious and significant facing injuries, given that she was wearing glasses when she fell face down. She could also have snapped her neck given that she landed on her chin."

Delivery rider apologised

Speaking to Mothership, Singam said that the food delivery rider, who seemed to be in his 50s, visited Malar in the hospital and apologised profusely.

He stated that the pair were grateful and lucky that the accident was not worse, adding that Malar got to the hospital quickly.

Singam added that he was a retired civil servant with medical benefits and the out-of-pocket costs came to around S$2,000 after the benefits, Medicare and MediShield Life.

He mentioned his "absolute shock" watching his wife tumble and stated that Malar had "a major accident in 2011 where she broke her back".

"All these flashed through my mind when I saw her 'thrown' to the ground. It was kind of a traumatic flash back."

The pair just celebrated their 50th wedding anniversary and were supposed to continue their celebrations in the U.S., their plans are now dashed.

'Please help to get these menaces off the pavements'

In their post, the couple called for stronger laws regarding the use of Personal Mobility Devices (PMD) and PABs on shared spaces.

"Singapore really has to rein in PMDs. We do not know how many others have been injured, especially seniors."

They called the general etiquette of common pavements, "appalling" and "dangerous".

"Please help to get these menaces off the pavements."

However, Malar noted that the couple did not want to penalise the delivery rider involved as "that's his livelihood".

The couple pleaded for the government to implement more protective measures for pedestrians and deterrent punishments for PMD and PAB riders.
