Man, 42, who's married & a dad, stalks woman in Holland V & rapes her, gets 15 years’ jail & 12 strokes of the cane
He was also ordered to pay the victim about S$18,524 in compensation for the psychological harm caused.
A 42-year-old man was sentenced on Nov. 24 to 15 years' jail and 12 strokes of the cane for raping an intoxicated woman in her house.
On Jan. 30, 2021, the victim was celebrating her birthday with friends over dinner and drinks in Holland Village.
When they left the bar, Dhanabalan Fok Jin Jin and his friend, Lee Kit, followed the victim and one of her friends for nearly an hour, before offering to drive them home.
Fok and Lee did not know the two women prior to the incident, according to court documents seen by Mothership.
When they got to the victim's condo, both men performed a sexual act on the victim.
Previously on Sep. 22, Fok was found guilty by the court, despite asserting that the victim had consented to sex.
The High Court judge ruled that the victim had been too intoxicated to consent, and in any case did not consent to sex with Fok.
Lee had earlier been sentenced to 20 months in jail and four strokes of the cane, in March 2024.
The prosecution's arguments
The prosecution called for Fok to be sentenced to 17 to 18 years in prison, along with 18 strokes of the cane.
"The accused had cruelly exploited the victim's vulnerability in pursuit of his own sexual fantasy, and instigated Lee Kit to do the same," the prosecution argued.
Additionally, Fok had not worn a condom during the sexual act, which exposed the victim to the risk of pregnancy and of contracting sexually transmitted diseases.
The prosecution also argued for Fok to pay the victim about S$18,524 in compensation for the psychological harm.
According to the prosecution, the rape has remained a painful wound for the victim to date.
As a result of the incident, she was diagnosed with post-traumatic stress disorder (PTSD) and mixed depressive and anxiety disorder (MDAD), which have persisted for at least three years after the offence.
She has testified that she has had to continually seek professional counselling to heal from the episode, and has been reliant on medication and antidepressants in the aftermath.
She also told the court that she has felt too scared to go out of her home, and has continued to resorted to self-harm following the incident, even as recently as September 2025, after the trial had ended.
Compensation
At the sentencing, the judge agreed with the prosecution on the compensation, and ordered Fok to pay the victim about S$18,524, Shin Min Daily News reported.
Fok said he was not satisfied with the sentence, and would appeal.
According to Shin Min, Fok was married at the time of the incident, and his wife was pregnant.
His lawyer argued that Fok was unable to pay the compensation as he had recently lost his job, and has young children and elderly parents to support.
The judge, however, pointed out that Fok drove a Mercedes-Benz, earned a salary of about S$6,600 a month, and also collected rent.
The prosecution also countered by asking, "Who doesn't have expenses to pay for?"
They highlighted that Fok still received Central Provident Fund (CPF) contributions this year, which showed that he was still earning an income.
According to The Straits Times, Fok will have to serve an additional four months' jail if he does not pay the compensation sum.
