A 17-year-old girl who was on a community-based programme (CBP) broke her curfew and did not return to her residence.

When she was found by Singapore Prison Service (SPS) officers in a car with another man, the latter drove the vehicle into the officers' van.

She was subsequently arrested near Block 269A and 269B Yishun Street 22.

Girl had previously consumed drugs

In response to Mothership's queries, the Singapore Prison Service (SPS) shared that the girl was previously admitted to the Drug Rehabilitation Centre on Oct. 16, 2024, for consuming drugs.

She completed her rehabilitation programme and was then placed on home detention, a form of CBP, on Jun. 6.

As part of her CBP, the teen was electronically tagged, required to observe curfew hours, be gainfully employed/studying and was required to report regularly for urine testing and counselling by SPS.

However, the teen broke her curfew and did not return to her residence on Jul. 17.

In addition, she failed to report to SPS to assist in investigations related to the breaching of her CBP conditions. This led to the cancellation of her CBP order.

Acting on information received, SPS officers spotted the teen and a man in a car exiting a carpark on Jul. 31 at around 9:30pm.

While exiting the carpark, the man driving the car crashed into a prison van carrying SPS officers.

The SPS then called on the Singapore Police Force for assistance.

At about 9:40pm, the teen was arrested for failing to report to SPS for investigation after being recalled for breaching the conditions of her CBP.

SPF also arrested the 22-year-old man driving the car for rash conduct with his vehicle and endangering human life, driving without a licence, and other offences.

SPS added that no one was hurt during the incident, and investigations are ongoing.

Witness account

One resident in the area told local Chinese news outlet 8world News that he witnessed the arrest.

He shared that he heard a "bang" and saw a yellow car collide with a silver van.

According to 8world News, the man said he saw what looked like plainclothes officers and several police cars on the scene.

Suitable inmates are typically emplaced on CBP at the tail-end of their incarceration.

This is to help them reintegrate back into society.

SPS added that it will take strict actions against those who breach the conditions of their CBP, including revoking their CBP order.
