2 men, aged 25 & 41, charged in S'pore after Chinese national, 39, who's part of housebreaking syndicate, absconded

The Chinese man was facing charges for stealing over S$570,000 worth of jewellery in Singapore.

Two men were charged in court on Jul. 22 over their alleged involvement in the posting of bail for a Chinese man involved in a housebreaking syndicate that targeted houses in Singapore.

The man, Long Zhihua, 39, later absconded, despite facing charges of housebreaking and possession of stolen property.

Long was allegedly involved in stealing over S$570,000 worth of jewellery in Singapore with an accomplice, Luo Changchang, from a Windsor Park Road house on Jun. 21, 2024.

Posed as errant bailor

Wilson Ang, 41, and Wai Kei Fung, 25, were handed one charge each of obstruction of justice, and one charge each related to entering into an agreement to indemnify against any liability.

Ang, a Singaporean, was also handed a further charge over providing false information to a public servant.

According to a press release by the Singapore Police Force, Ang had allegedly obstructed the course of justice by posing as an errant bailor for Long, who was not known to him, for money on Apr. 1, 2025.

According to charge sheets, Ang also entered into an agreement with a person known only as "BBQ" sometime in March this year to indemnify himself against any losses if Long failed to comply with his bail conditions.

Subsequently, Ang lodged a police report attempting to deny involvement in the matter by falsely claiming that he had maintained regular contact with Long before eventually losing contact with him.

Fetched man and foot bill for hotel

On the same date, Wai, a Malaysian, had allegedly obstructed the course of justice by driving to the prison and fetching Long after the latter was released on bail and bringing him to a hotel where Wai paid for a room to house him.

Wai is also believed to have abetted the illegal agreement between Ang and the same third party by couriering the bail quantum in cash to Ang to facilitate the posting of bail.

Long subsequently absconded while on bail and failed to attend a court hearing for charges in relation to his involvement in his own court case.

The State Courts have issued a warrant of arrest against him, and the police are working with foreign law enforcement counterparts to trace his whereabouts.

Punishments

The offence of obstructing the course of justice carries a maximum punishment of seven years' imprisonment, or a fine, or both, while the offence of entering into an agreement to indemnify against any liability carries a maximum punishment of three years' imprisonment, or a fine, or both.

For the offence of providing false information with intent to cause a public servant to use his lawful power to another person, it carries a maximum punishment of two years imprisonment, or a fine, or both.

The police said they take a serious view of acts that interfere with the administration of justice, and offenders will be dealt with in accordance with the law.

Housebreaking case

Long and Luo broke into a landed property along Windsor Park Road on Jun. 21, 2024 evening and got away with S$570,100 in jewellery belonging to a 53-year-old woman.

Both men pleaded guilty to one count each of housebreaking on Dec. 17.

While sentencing was scheduled for Jan. 16, 2025, they later retracted their plea.

The case was re-opened and a pre-trial conference was set.

After being granted bail on Apr. 1, 2025, Long was required to appear in court for the pre-trial conference on Apr. 25.

He failed to attend, and the pre-trial conference was postponed to May 23.

Subsequent attempts to contact him were unsuccessful.

As a result, the court issued an arrest warrant.

Long had apparently become uncontactable as early as four days after he was granted bail, 8world reported.
