PM Wong's 2025 Budget in summary: CDC vouchers, supporting large families, SG60 bonuses & more
End-of-term Budget summary.
Prime Minister Lawrence Wong delivered the 2025 Budget Statement on Feb. 18.
If you're overwhelmed by the deluge of goodies announcements, here's an easy TL;DR for you.
Vouchers, vouchers
Singaporean households will receive S$800 in CDC vouchers.
This is part of the government's move to support Singaporeans amid concerns over rising costs.
The vouchers will be disbursed in two tranches: S$500 in May 2025, and the remaining S$300 in January 2026.
In addition, the government also launched a new type of voucher: the SG60 voucher.
Singaporeans aged 21 and above will receive S$600 in vouchers each, while those aged 60 and above will receive an additional S$200 for a total of S$800.
Functionally the same as CDC vouchers, the new vouchers will be disbursed from July, with seniors given priority to claim the vouchers.
Children & youths
The government also announced a number of initiatives targeted at Singaporean children and youths.
For Singaporean children aged 12 and below, the government will disburse S$500 in LifeSG credits, which can be used to defray household expenses.
Singaporean youths aged 13 to 20 in 2025 will also receive a one-off S$500 top-up to their Edusave account or PSEA.
This can be used to pay for their approved education-related expenses.
Large families scheme
The Budget spotlighted large families with the launch of a new scheme, called the Large Families Scheme.
Under the new Large Families Scheme, couples will be able to receive up to S$16,000 per Singaporean child, for their third and subsequent children.
The scheme has three components: an increase in the First Step Grant, a new Medisave grant for mothers, and LifeSG credits.
More SG60 stuff
For SG60, the government also launched a bunch of celebratory initiatives.
This is in addition to the SG60 vouchers mentioned earlier.
Under a new SG Culture Pass, all Singaporeans aged 18 and above will receive S$100 worth of credits that they can spend on local arts and heritage activities.
The credits will be valid from Sep. 1, 2025, to Dec. 21, 2028, and can be used on activities like performances, exhibitions, and workshops.
The government announced a S$100 top-up in ActiveSG credits, to encourage sports participation in SG60.
The credits, which will be disbursed in June 2025, can be used for ActiveSG facilities and programmes, such as booking badminton courts and purchasing gym passes.
The government will also provide a 60 per cent personal income tax rebate for income earned in 2024.
The rebate, which will be computed and granted automatically, is capped at S$200 per taxpayer.
Education & upskilling
All Singaporeans aged 40 and above will get S$4,000 in SkillsFuture Credit and get up to S$3,000 per month in training allowance for selected full-time courses, as announced in Budget 2024.
Expanding on this initiative, Singaporeans aged 40 and above can also get a training allowance of S$300 per month while pursuing part-time training under SkillsFuture, PM Wong shared today (Feb. 18).
The part-time training allowance will be implemented in early 2026.
In addition, the government will support the development of a new city campus for the Singapore University of Social Sciences (SUSS).
Even more vouchers?
Thought we were done with the vouchers? Not just yet.
Eligible Singaporean households will receive up to S$760 in U-Save rebates.
There will be a one-off Cost-of-Living U-Save rebate to offset their utilities expenses, bringing the total rebates for the financial year to double the usual amount.
The Cost-of-Living U-Save rebates will be disbursed in April 2025 and October 2025.
They can cover about three months of utility expenses for those living in three- or four-room flats.
The government will also disburse an additional S$100 in Climate Vouchers for HDB households, and extend the scheme to private property households.
This means that eligible households will be able to claim a total of S$400 in Climate Vouchers.
Finally, eligible Singaporeans aged 21 and above will receive S$450 or S$850 in cash under the GST Voucher scheme.
This will be disbursed in August 2025.
