Final 2 pandemic-delayed housing projects in Punggol & Boon Keng completed in Jan. 2025: HDB

HDB completed 22 housing projects in 2024, including 17 projects delayed by the pandemic.

WhatsappThe final two pandemic-delayed Housing and Development Board (HDB) projects, Punggol Point Cove (phase two) and Kempas Residences in Boon Keng, were completed in January 2025.

According to a press release by HDB on Jan. 20, Minister for National Development Desmond Lee said HDB worked closely with industry partners to overcome pandemic-related disruptions and deliver flats to home buyers without compromising safety standards.

Over 18,000 flats completed in 2024

With the completion of the final two pandemic-delayed projects, HDB has completed all 92 pandemic-delayed housing projects and delivered over 75,800 new flats over the last five years.

In 2024, HDB completed 22 housing projects, including 17 projects delayed by the pandemic.

One project was delayed due to non-pandemic reasons, and the remaining four were completed without delays.

Among the 22 housing projects, two were Shorter Waiting time (SWT) projects completed with a waiting time of less than three years.

In 2024, more than 18,000 flats were completed.

Collecting keys

From November 2024, flat owners of Punggol Point Cove (phase two) have been collecting the keys to their new flats as the blocks were progressively completed.

Five of the six blocks at Punggol Point Cove were completed in November and December 2024.

The remaining block was completed in January 2025, 12 months after its original probable completion date.

The project was delayed due to pandemic-related disruptions like the construction work stoppage during Circuit Breaker.

The original contractor, CKR Contract Services Pte Ltd, was also terminated in July 2023 after repeatedly failing to meet the necessary targets.

HDB said this was despite its "best efforts to facilitate the progress of construction works".

A new contractor took over in August 2023 to complete the remaining works, and as of Jan. 15, 657 households (59 per cent of 1,109 booked units) have collected their keys.

The completion of Punggol Point Cove (phase two) also marks the completion of all flats in the Punggol Point District.

Meanwhile, for Kempas Residences, the final block of the project was completed in mid-January 2025, six months after the original probable completion date.

Key collection began in mid-January 2025, and as of Jan. 15, 37 households (about seven per cent of 555 booked units) have collected their keys.

For both projects, HDB said it will notify the remaining flat owners of their key collection date.

"HDB has worked closely with our industry partners over the past few years to catch up on lost time to complete all delayed BTO projects, without compromising quality and safety. We thank flat buyers for their understanding and patience through this period," said HDB.

On track for 2025

HDB also provided an update on current projects.

110 HDB housing projects are currently under construction, an increase from 95 projects in 2024 due to the ramp-up in BTO supply in recent years.

With the completion of all projects delayed by the pandemic, there are no delayed projects among those under construction.

HDB said it is on track to complete about 17,000 flats across 27 projects in 2025.

Lee also said last week that there would be 25,000 new flats launched in 2025, including 5,500 Sale of Balance Flats (SBF) in the largest-ever SBF exercise.

With this, the government will on track to launch 102,300 BTO flats from 2021 to 2025 — exceeding its commitment to launch 100,000 new flats from 2021 to 2025.
