HDB increasing 3rd child priority scheme quota to 10%, applies to families expecting 3rd child
Enhancements.
The Housing and Development Board (HDB) will increase the Third Child Priority Scheme (TCPS) allocation quota to 10 per cent for flats offered in the build-to-order (BTO) and sale of balance flats (SBF) exercises.
This is part of the enhancements to the scheme that the Ministry of National Development (MND) announced during the Committee of Supply debates.
The TCPS gives priority flat allocation to eligible families with three or more children, helping them to secure a flat more quickly.
Currently, up to 5 per cent of the flats offered in the BTO and SBF exercises are set aside for eligible first- and second-time families.
In addition, HDB announced that it will expand the eligibility criteria to allow families expecting their third child to apply for a flat under TCPS.
The enhancements will take effect from the June 2026 BTO exercise onwards.
Senior Minister of State for National Development Sun Xueling added that MND will work to increase the supply of larger flats in the long term to support larger families.
