Man, 32, secretly films woman in Changi Airport toilet, found naked by another woman at Bedok Reservoir Park

He was sentenced to 13 weeks’ jail.

A woman using the toilet at Changi Airport Terminal 2 was horrified when she noticed a phone with its camera facing up under the cubicle divider.

She immediately got up to confront the perpetrator, who rushed past her to hide in the male toilet.

The man, Ramu Rajapandi, was eventually arrested for recording a person’s genital region or buttocks without consent.

He had been waiting for his flight to India when he decided to film the woman.

Eight months later, while out on personal bond, Ramu was re-arrested at Bedok Reservoir Park after getting caught naked in public while drunk.

The 32-year-old Indian national was sentenced to 13 weeks’ jail on Feb. 12 after pleading guilty to two charges related to the two incidents.

Filmed without consent

Ramu was working in Singapore as an electrician at the time, court documents stated.

He was scheduled to return to India on a 2:45am flight on Apr. 28, 2025.

While waiting for his flight late on Apr. 27, Ramu left the male toilet at the Departure Hall.

He was captured on CCTV looking around the entrance of a female toilet, before entering when no-one else was present.

For about 17 minutes, he hid in a cubicle, until a woman entered the toilet and entered the cubicle on his left.

Ramu then turned on the video recording function on his phone and held it under the cubicle divider with the camera facing up.

He recorded the woman for more than five minutes, with parts of the video also capturing her face.

Caught red-handed

But the woman looked down and noticed the phone under the cubicle divider.

Shocked, she immediately exited the cubicle to confront Ramu, who claimed he had gone to the wrong toilet.

He then fled into the men's toilet to hide.

The woman asked a male member of the public for help, who entered the men's toilet to bring Ramu out.

The woman then called the police.

During the confrontation, Ramu tried to delete the video, but the responding police officer later found it on his phone.

Asked why he had deleted the video, he claimed that he did not want the video.

A blood test done after Ramu’s arrest showed he was intoxicated at the time of the offence.

"The accused gave various incredible accounts in his police statements during investigations in an attempt to exculpate himself," the prosecutor said.

Found naked and drunk

Following the incident, Ramu was arrested and released on personal bond.

But about eight months later on Dec. 28, 2025, Ramu was arrested again after a woman saw him nude at Bedok Reservoir Park.

He had been intoxicated and appeared naked in front of various members of the public.

When the woman shouted that she would call the police, Ramu hid behind a tree.

Two other couples came to assist the victim, and saw him in his undressed state as well.

At about 9:30pm, police officers arrived at the scene and found Ramu speaking incoherently.

Ramu complied with the police officers’ instructions to put on some clothing and was thereafter arrested.

Wants to return to India

In mitigation, Ramu asked for a lighter sentence and said he wanted to return to India, according to The Straits Times.

For recording a person's genitals or buttocks without consent, he could have been jailed for up to two years, fined, caned, or received any combination of these punishments.

For causing annoyance while drunk, he could have been fined up to S$1,000, jailed up to six months, or both.
