On Jan. 12, a video showing a woman, along with two others, tearing down Chinese New Year decorations from the door of an HDB flat unit was uploaded to YouTube.

While their actions should not be condoned, it was later revealed that the man living in that flat has allegedly been harassing neighbours on both the upper and lower floors for more than a decade.

"Nightmare neighbour" says he's "distressed and afraid"

A fourth woman seen in the YouTube video, who remained inside the lift, was later identified as a relative of a neighbour with whom the man has an ongoing dispute.

In a post on TikTok, that woman described the man as a "nightmare neighbour" and shared a list of things he allegedly did to his neighbours, including making loud noises in the early hours of the morning, deliberately holding the lift doors open while his neighbours were still inside, verbally intimidating his neighbours, and making racist remarks.

On Jan. 19, the resident told The Straits Times that the allegations made against him were unsubstantiated.

He added that the ongoing allegations and altercations have left him and his family members "distressed and afraid".

Disturbances

When Mothership previously went down to the block to investigate, several residents interviewed said they had experienced similar disturbances, such as repeated knocking and banging on structural beams between units.

One resident said the disturbances began when she was a teenager and have continued into her thirties.

There was no response to repeated knocks on the door when Mothership visited the man's unit.

Actively monitoring the issue

The dispute has also drawn the attention of Jalan Besar MP Shawn Loh, the MP in charge of the area where the block is.

In a Facebook post on Jan. 18, Loh commented on the dispute, calling it one of the most "frustrating and hard-to-resolve cases" in his constituency, despite the "best efforts of our agencies".

He added that the authorities were continuing to monitor the situation and he had asked them to look into a complaint as recently as two weeks ago.

Commenting on the removal of the festive decorations, Loh said: "Two wrongs do not make a right. I have spoken to the SPF and HDB, and I will have to leave the investigation in the hands of the authorities."

He also reminded the public to be considerate to their neighbours.

"Ultimately our homes are not just about how good our physical infrastructure is, but about how strong our social bonds are."
