Boon Keng 'nightmare neighbour': MP Shawn Loh says it's 1 of the most 'frustrating' & 'hard-to-resolve' dispute
Resolve.
A video showing a woman tearing down Chinese New Year decorations from the door of an HDB flat unit was uploaded to YouTube on Jan. 12.
It was subsequently covered by some media.
That was, however, only the tip of the iceberg of what was going on in that Boon Keng block.
One of the women who appeared at the doorstep has since revealed herself on social media to share her side of the story.
While she "110 per cent" does not condone her actions against the homeowner, whom she describes as a "nightmare neighbour", she said that many of her neighbours have made police reports against the man.
She went on to share a list of things he allegedly did to his neighbours, including clanking the water pipes during the wee hours, intentionally holding the lift doors open while his neighbours were still inside, verbally intimidating his neighbours, and making racist remarks.
Neighbours agree
Mothership spoke to several residents in the block, who concur with her statements.
The neighbours alleged that the man behind the video has been persistently disturbing neighbours on both the upper and lower floors for more than a decade.
While his videos have portrayed him as the victim, neighbours said they were the ones who had been suffering from his various antics.
Residents described being woken by loud knocking noises in the early hours of the morning, as well as repeated banging on beams connecting their units.
One neighbour said the disturbances began when she was a teenager and have continued into her thirties.
You can read all the other allegations here, there's a lot more.
Unfortunately, there was no response to repeated knocks at the man's door when Mothership went down.
These actions have taken place for over a decade.
One resident told Mothership that numerous police and OneService reports have been filed over the years, but said no effective action has been taken.
Hard to resolve
Jalan Besar MP Shawn Loh, who's the MP in charge of the area where the block is, commented on the ongoing dispute.
Loh said he was aware of the dispute, and that it is one of the most "frustrating and hard-to-resolve cases" in his constituency, despite the "best efforts of our agencies".
He also revealed that the man's neighbours had come to see him last year about his "inconsiderate behaviour that led to emotional trauma, and of children who had exam preparation disrupted and who were afraid of taking the lift by themselves".
On Loh's advice, they submitted their case to the Community Mediation Centre.
This has not resolved the issue.
"I had then advised them to seek recourse from the Community Disputes Resolution Tribunal.
The agencies and I are actively monitoring the issue. In fact, as recently as two weeks ago, I had informed the agencies to look into a complaint."
Loh also touched on the video about the CNY decorations.
"Two wrongs do not make a right. I have spoken to the SPF and HDB, and I will have to leave the investigation in the hands of the authorities."
He ended off saying that he hopes everyone can be considerate to their neighbours.
