Man, 19, a police NSF, offers to pay S$290 to perform sex act on boy, 16, gets reformative training

The Singapore Police Force said it will commence internal action against him.

Despite knowing that the three boys he was chatting with were minors, a full-time national serviceman (NSF) with the Singapore Police Forces offered them up to S$290 for him to perform a sexual act on them.

Although all the boys rejected his offers, Muhammad Shafirul Danish Muhammad Shaffie, persisted in his offers and even posted a TikTok video shaming one of the boys.

When the boy in question asked him to remove the video, Shafirul said he would only do so after the boy found him someone else to have sexual relations with.

For his offences, a Singapore court ordered Shafirul, now 19, to undergo reformative training for at least 12 months on Dec. 29, reported The Straits Times.

Shafirul would be admitted to the Reformative Training Centre, where he might be subjected to foot drills and counselling, according to the Singapore Prison Service.

Befriended first victim on social media

According to court documents seen by Mothership, Shafirul befriended the first victim, identified as A1, on Instagram in November 2024.

He then communicated with A1 via Instagram, Telegram, and TikTok between November 2024 and March 2025, during which A1 shared that he was 16.

Sometime in March 2025, Shafirul met up with A1 and borrowed S$45 from him.

However, when A1 sought repayment of the sum between Apr. 2 and 3, Shafirul repeatedly asked if he could perform a sexual act on A1, even offering A1 S$200.

Refused to return sum unless he could perform sexual act on A1

After A1 rejected his offer, Shafirul resorted to pretending to be someone named "Izz Syah" and offered to book a private-hailing vehicle ride for A1.

He also sent a photo of four pieces of S$50 notes to show that he had the means to pay A1.

In response, A1, who knew it was Shafirul who had messaged him, rejected Shafirul's offer and asked him to return the S$45.

When Shafirul replied that he could not repay A1 unless A1 accepted his offer, A1 turned down the offer again and ceased communications with Shafirul.

A1 subsequently lodged a police report against Shafirul on Apr. 10.

Offered money to second victim to perform sexual act & photo of private parts

While chatting with A1, Shafirul began texting the second victim, identified as A2, after coming across A2's TikTok post.

During their conversation, A2 repeatedly told Shafirul that he was 16.

Sometime in March 2025, Shafirul offered S$200 to S$290 to perform a sexual act on A2, which A2 rejected.

A2 also turned down Shafirul's offer to send him a picture of A2's private parts for S$50.

Spammed, scolded & threatened A2

However, Shafirul did not take A2's rejections well, as he began spamming A2 with messages pestering him to reply and accept his offer.

After Shafirul scolded A2 for rejecting his offer, A2 told Shafirul to stop messaging him.

In response, Shafirul threatened to expose A2's face on TikTok to shame A2 for not accepting his offer.

Eventually, A2 gave in to the threat and agreed to meet with Shafirul.

However, as A2 kept delaying their meeting, Shafirul threatened A2 again, saying he would expose A2 if A2 refused to meet up.

Posted videos featuring A2's face

Later on, A2 blocked Shafirul and posted a screenshot of their messages in a Telegram group chat to warn others about him.

Both Shafirul and A2 were members of the group chat, which aimed to help people make friends.

In response, Shafirul obtained a photo of A2's face on TikTok and posted a video of A2's face in the Telegram group chat.

A2 understood from the video that it called him "xia suay" ("disgraceful") and conveyed an invitation to "come out to settle the problem" with Shafirul.

When Shafirul subsequently told A2 to delete his posts in the Telegram group chat, A2 agreed because he wanted Shafirul to stop harassing him.

However, contrary to his wishes, Shafirul posted another TikTok video featuring A2's face.

A2 became aware of the video after his friend screenshot it and sent it to A2.

A2 understood the video to mean that he was afraid to meet Shafirul face-to-face.

Refused to remove videos

After A1 lodged a police report against him, Shafirul was arrested on Jul. 28 and released on bail on Aug. 15.

While he was under investigation, A2 decided to unblock Shafirul and told him to stop posting about A2.

During their conversations, Shafirul called A2 via Telegram and repeated his offer to pay A2 and perform a sexual act on him.

Once again, A2 rejected Shafirul's offer and asked him to take down his TikTok post that contained A2's face.

Besides refusing A2's request, Shafirul told A2 to look for other people whom Shafirul could perform a sexual act on.

Shafirul even sent A2 screenshots of usernames he obtained from A2's TikTok profile and asked A2 if those other people would be willing to let him perform a sexual act on them.

Shafirul told A2 that he was "specifically looking for boys who were handsome and looked like A2".

A2's sister lodged police report

In desperation, A2 sought help from his older sister, who contacted Shafirul and told him to delete his posts about A2.

Shafirul refused A2's sister's request, adding that he would only do so after A2 found him someone to have sexual activities with.

In response, A2's sister lodged a police report on Jun. 5.

Messaged another victim while on bail

However, the police reports against Shafirul did not appear to deter him, as he messaged another victim, then 15, whom he befriended on TikTok sometime in May 2025.

Without enquiring about the boy's age, Shafirul offered S$279 to perform a sexual act on the boy.

Although Shafirul persisted, the boy rejected all his offers.

SPF to commence internal action against Shafirul

In response to Mothership's queries, the Singapore Police Force (SPF) said its officers, including National Service officers, are expected to "uphold the law and maintain the highest standards of conduct".

"We deal sternly with officers who break the law, including charging them in court," read the statement.

According to SPF, it had "swiftly" initiated investigations against Shafirul, who held the rank of Special Constable, following the reported incident.

SPF added that it will also commence internal action against him.
