M'sian man, 24, allegedly part of Cambodia-based criminal syndicate, arrested at Woodlands Checkpoint
Arrested.
The Criminal Investigation Department (CID) of the Singapore Police Force (SPF) arrested a 24-year-old Malaysian man, believed to be a member of an organised criminal group based in Phnom Penh, Cambodia.
This group was purportedly involved in government official impersonation scams targeting Singapore victims.
On Dec. 28, 2025, the 24-year-old man, Goh Eugene, was arrested by the SPF at Woodlands Checkpoint whilst entering Singapore.
Goh's identity was established through ongoing investigations against the organised criminal group.
The organised criminal group is believed to be responsible for at least 438 reported government official impersonation scams cases involving losses of at least S$41 million.
The organised criminal group operated from a scam compound in Phnom Penh, Cambodia and was disrupted during a joint operation by the SPF and the Cambodian National Police on Sep. 9, 2025.
As part of ongoing investigations, the SPF had earlier issued prohibition of disposal orders and seized assets linked to the organised criminal group.
The man will be charged in court on Dec. 30, 2025, for one count of facilitating the commission of a serious offence, in furtherance of the illegal purpose of a locally-linked organised criminal group under the Organised Crime Act 2015.
The offence carries a jail term of up to five years, a fine of up to S$100,000, or both.
