A 39-year-old South Korean woman holding a Singapore employment pass was found with more than 1,200 heat sticks and vapes on Nov. 23, 2025.

According to an Immigration and Checkpoints Authority (ICA) Facebook post, ICA officers at Changi Airport Terminal 3 foiled her attempt to smuggle two e-vaporisers, more than 50 e-vaporiser pods and over 1,200 heat sticks (heat-not-burn tobacco) into Singapore.

Declared nothing

This comes after ICA officers asked her during baggage screening if she had anything to declare.

The woman declared nothing and proceeded with the screening of her belongings.

According to the Facebook post, this case was referred to the Health Sciences Authority for further investigations.

Under the Tobacco (Control of Advertisements and Sale) Act, it is an offence to import, distribute, sell or offer for sale e-vaporisers and their components.

According to HSA, any person convicted of an offence is liable to a fine of up to $10,000, or imprisonment of up to six months or both for the first offence, and a fine of up to $20,000, or imprisonment of up to 12 months or both for the second or subsequent offence.
