5-member independent advisory panel to advise & support S'pore's rail reliability taskforce

Their combined knowledge covers critical areas such as operations, management, and the maintenance of core rail systems.

The Singapore Rail Reliability Taskforce has appointed a five-member Independent Advisory Panel (IAP) to enhance Singapore's rail network reliability.

In an Oct. 6 joint statement by the Land Transport Authority (LTA), SMRT and SBS Transit, authorities shared that the panel will provide strategic guidance, technical expertise, and insights to support the taskforce's efforts.

Leaders within global rail sector

The panel consists of five "seasoned leaders" with extensive experience in the global rail sector, including key engineering and management roles.

Their combined knowledge covers critical areas such as operations, management, and the maintenance of core rail systems.

The five appointed members are:

Tony Lee Kar Yun

Lee has 40 years of experience in railway engineering, including rolling stock, operations, and maintenance.

He previously served as the Operations and Innovation Director at MTR Corporation, the public transport operator and property developer which operates the Mass Transit Railway in Hong Kong.

He is also currently a Fellow Member of The Hong Kong Institution of Engineers and is a professor at the Beijing Jiaotong University.

Patrick Bauchart

Bauchart is a seasoned executive with nearly 40 years of international experience in rail signalling and transport technology, primarily with global technology company Thales.

He has held senior leadership roles in various rail technology sectors and spearheaded major metro projects in Asia as the former Thales Vice-President for Urban Rail Signalling.

Cai Chang Jun

Cai has over 41 years of railway experience in engineering, operations, and maintenance.

He currently holds the vice chairmanship at China's National Engineering Research Centre for System Safety and Operation Assurance of Urban Rail Transit.

He also served as the Deputy General Manager of the Guangzhou Metro Group from 2017 to August 2025.

Tsay Huel-Sheng

Tsay is an advisory member of the National Transportation Safety Board of Taiwan.

He is currently an adjunct professor at the Department of Transportation and Logistics Management, National Yang Ming Chiao Tung University.

He has also held the positions of Chairman and President of Taipei Rapid Transit Corporation (TRTC).

Kon Shinichiro

Kon is currently the Managing Executive Officer of Meidensha Corporation Japan.

He has a specialty in power supply systems and was involved in various Singapore MRT projects between 2009 and 2014.

Panellists to review findings and offer advice

The members will review findings, offer advice and insights, and collaborate with the taskforce to develop measures for improving rail reliability by sharing international best practices.

The Rail Reliability Taskforce, formed in September 2025, is chaired by LTA Chief Executive Ng Lang and includes SMRT Group CEO Ngien Hoon Ping and SBS Transit Group CEO Jeffrey Sim, along with technical specialists from the rail sector.

The taskforce's mandate is to develop and implement immediate solutions to improve rail reliability and joint responses to service disruptions.

The final recommendations are expected to be submitted to the Acting Minister for Transport, Jeffrey Siow, by end 2025.
