Prime Minister Lawrence Wong will be delivering Singapore's 2025 Budget Statement today (Feb. 18) at 3:30pm.

In a recent Facebook post, Wong described this year's Budget as one that is for all Singaporeans.

"It will also be a Budget that involves all of you, and advances our #ForwardSG plans for a stronger and more united society," he wrote.

5:13pm: Parliament adjourned

PM Wong completed his delivery of the Budget statement, and Parliament was adjourned.

Budget debates will begin on Feb. 26.

4:52pm: SG Culture Pass and ActiveSG vouchers

All Singaporeans aged 18 and above will receive S$100 worth of credits under the SG Culture Pass.

The credits will be valid from Sep. 1, 2025, to Dec. 21, 2028.

The credits can be used to purchase tickets from approved ticketing partners for eligible local performances, exhibitions, and experiences like learning tours and participatory workshops.

ActiveSG vouchers

The government will disburse S$100 in ActiveSG credits for all ActiveSG members.

The ActiveSG credits can be used for ActiveSG facilities and programmes, such as to book badminton courts and purchase gym passes.

They will be disbursed in June 2025.

4:51pm: SG60 vouchers and personal income tax rebate

Singaporeans aged 21 and above will receive S$600 in vouchers each, while those aged 60 and above will receive an additional S$200 for a total of S$800.

Like CDC vouchers, half can be spent at participating supermarkets.

The other half can be spent at participating heartland merchants and hawkers.

The vouchers will be disbursed in July, with seniors given priority to claim the vouchers.

Personal income tax rebate

A 60 per cent personal income tax rebate will be given for all tax resident individuals for the Year of Assessment 2025, i.e. the income earned in 2024.

It is capped at S$200 per taxpayer.

4:39pm: Large families scheme

Couples with three or more children can receive up to S$16,000 per Singaporean child, under a new government initiative to support large families, called the Large Families Scheme.

This comprises three parts: an increase in the First Step Grant, a new Medisave grant for mothers, and LifeSG credits.

4:31pm: Climate vouchers for both HDB and private property households

All Singaporean and Housing Development Board (HDB) households will receive an additional S$100 worth of Climate Vouchers.

This is on top of the S$300 vouchers that were given to HDB households last year.

The scheme will now be extended to include all Singaporean citizen households living in private properties.

4:21pm: Support for senior employment

The Senior Employment Credit (SEC) will be extended by one year to end-2026.

This will provide wage offsets for employers who hire Singaporean seniors aged 60 and above who are earning less than S$4,000 a month.

Increase in CPF contribution rates for seniors

The CPF contribution rates for workers aged above 55 to 65 will be increased by 1.5 per cent from Jan. 1, 2026.

The increase in contribution rates will be fully allocated to the CPF Retirement Account to help senior workers save more for retirement.

To mitigate the rise in business costs due to this increase, employers with be provided with a one-year CPF Transition Offset equivalent to half of the 2026 increase in employer CPF contribution rates for every Singaporean and Permanent Resident worker they employ aged above 55 to 65.

4:11pm: New city campus for SUSS

The government will support the Singapore University of Social Sciences (or SUSS) in developing a new city campus.

The Singapore Universities Trust will also be extended by 10 years to Mar. 31, 2042 to support the fundraising efforts of newer autonomous universities, namely SUSS and the Singapore Institute of Technology.

The Trust provides matching grants for donations, to support autonomous universities in building up their endowment funds.

4:07pm: SkillsFuture part-time allowance

All Singaporeans aged 40 and above will get S$4,000 in SkillsFuture Credit and get up to S$3,000 per month in training allowance for selected full-time courses.

Singaporeans aged 40 and above can now also get a training allowance of S$300 per month while pursuing part-time training under SkillsFuture.

The part-time training allowance will be implemented in early 2026.

4:05pm: Investments in new infrastructure

The government will top up the Future Energy Fund by S$5 billion.

This is aimed at further supporting the "critical undertaking" of securing clean power for Singapore, said PM Wong.

4:00pm: Further S$5 billion to build T5

The government will inject a further S$5 billion to develop Singapore as an air hub.

This includes the construction of the upcoming Terminal 5 at Changi Airport.

3:55pm: Up to S$150 million for eligible enterprises to leverage AI

The Singapore government will set aside up to S$150 million for a new Enterprise Compute Initiative.

Under this initiative, eligible enterprises will be partnered with major cloud service providers to access AI tools and computing power, as well as consultancy services.

3:51pm: National Productivity Fund

There will be a top-up to the National Productivity Fund by S$3 billion.

This is in order to allow sufficient resources to maximise the country’s competitive strengths.

3:46pm: Public housing

More than 50,000 new flats will be launched over the next three years in a wide range of locations, including in Woodlands, Bayshore, and Mount Pleasant.

In 2025, HDB will launch around 3,800 flats with a waiting time of less than three years.

A second Sale of Balance Flats exercise will take place later this year.

3:45pm: LifeSG credits and top-ups to Edusave account or PSEA

Every Singaporean child aged 12 and below will receive S$500 LifeSG credits in 2025.

Parents can use these credits to defray household expenses such as groceries, utilities, and pharmacy items.

Each Singaporean child aged 13 to 20 in 2025 will receive a one-off S$500 top-up to their Edusave account or PSEA.

This can be used to pay for their approved education-related expenses.

3:40pm: More CDC vouchers and U-Save rebates

All Singaporean households will receive S$800 in Community Development Council (CDC) vouchers.

The vouchers will be disbursed in two tranches: S$500 in May 2025, and the remaining S$300 in January 2026.

They will expire in Dec. 31, 2025 and Dec. 31, 2026 respectively.

As with the previous batches of CDC vouchers, half can be used at participating supermarkets, while the other half can be used at participating heartland merchants and hawkers.

U-Save rebates

Eligible Singaporean households will receive up to S$760 in U-Save rebates in financial year 2025 to help them cope with rising costs.

Singaporean households living in HDB flats and whose household members do not own more than one property will receive a one-off Cost-of-Living U-Save rebate to offset their utilities expenses.

The Cost-of-Living U-Save rebates will be disbursed in April 2025 and October 2025.

The total rebates for this financial year will be double the amount of regular U-Save rebates and would help cover about six months of utility expenses for those living in 1- and 2-room flats or three months of utility expenses for those living in 3- and 4-room flats.
