More than 6,000 new homes, comprising mostly public housing, are set to be built in Toa Payoh West as the area undergoes rejuvenation.

Toa Payoh West will be progressively developed over the coming decade, said the Housing and Development Board (HDB) on Oct. 31.

New homes, commercial, community and recreational amenities will come together to form a "second heart" for Toa Payoh, HDB added.

The plans were also announced by Minister for National Development Chee Hong Tat at the launch of the Toa Payoh West Master Plan Exhibition at HDB Hub on Oct. 31, 2026.

First BTO development at Toa Payoh West

Toa Payoh Hillside, the first Built-to-Order (BTO) BTO project under the Toa Payoh West master plan, will be launched in the November 2026 BTO sales exercise.

It will offer about 1,600 flats next to Caldecott MRT station, across five residential blocks ranging from 31 to 43 storeys.

The development will comprise 590 two-room Flexi flats, 580 four-room flats, 260 Community Care Apartments (CCAs) and about 230 public rental flats.

The CCAs to be offered in Toa Payoh Hillside will be the first in Toa Payoh.

From the November 2026 BTO sales exercise, the eligibility age for CCAs will be lowered from 65 to 55 years old, giving seniors more housing options and more time to plan ahead, HDB said.

The CCA block will be directly connected to an Active Ageing Centre, Residents’ Network Centre and precinct pavilion, with sheltered access to Caldecott MRT station.

Senior-friendly features, including coloured wayfinding cues and grab bars along common corridors, will also be built.

Residents will also enjoy convenient access to amenities within the development, including a supermarket, shops, and a food court, HDB said.

A new cluster of commercial, community and recreational amenities around Caldecott MRT station is also in the works.

Residents can expect a new mixed-use development offering more retail and dining options.

In front of the mixed-use development, there will be a plaza space that connects to a new 1.2-hectare wellness park, HDB said.

Plans for a school in the area are also being studied, HDB added.

Nature-themed playgrounds will cater to young children, while jogging tracks and fitness stations with senior-friendly equipment will be available for adults and seniors.

Residents can also unwind at quieter spaces, including a butterfly trail, sensory alcove and rain gardens.

Green spaces and connectivity

Inspired by the area's hilly terrain, the master plan envisions Toa Payoh West as a “Hillside Gardens” neighbourhood, with a "Central Green Valley" forming a green spine of parks and precinct greens that connects homes to key amenities.

This includes Caldecott MRT station and a new shopping mall.

The terrain will also shape new housing developments, with buildings stepping down towards the valley and lower-rise blocks and open spaces interspersed among taller residential buildings.

A 15m-wide, tree-lined community corridor will also provide a shaded, car-free walking route between Caldecott MRT station and Lorong 1 Toa Payoh, with seating and greenery along the way.

Residents will enjoy public transport connections via Caldecott MRT station, which serves the Circle and Thomson-East Coast Lines, as well as nearby Toa Payoh MRT station and bus interchange.

The upcoming North-South Corridor will further improve connectivity and create opportunities for better walking and cycling routes and more street-level greenery.

Members of the public can view the Toa Payoh West Master Plan exhibition at the HDB Hub Level 1 Gallery from Oct. 31 to Nov. 2, 2026.

Selected exhibits will remain on display at the same venue until mid-2027.
