National Institute of Early Childhood Development opens new HQ & campus at Ngee Ann Poly

The institute has a team of 100 full-time faculty members with a practice-oriented curriculum to ensure graduates are work-ready.

The National Institute of Early Childhood Development (NIEC) has opened its new headquarters and campus at 535 Clementi Road for adult learners and in-service educators.

The campus is located within Block 53 of Ngee Ann Polytechnic's (NP) School of Humanities and Social Sciences and was designed to support educators at every stage of their careers.

Minister for Education and the Minister-in-Charge of Social Services Integration, Desmond Lee, was the guest of honour for the official opening event on Apr. 21.

"With the consolidation of NIEC's headquarters and continuing education and training operations at Ngee Ann Polytechnic, I'm confident that NIEC will continue to strengthen and uplift the early childhood sector in Singapore and beyond."

Tighter collaboration

Director, ExCEL@NIEC, Susanna Bay, 56, told Mothership that the new space at NP would lead to tighter collaboration and less time lapses. 

ExCEL@NIEC is the continuing education and training (CET) academy for adult learners.

She explained that in the previous arrangement, faculty and CET students were at NIEC City Campus in Bras Basah.

Meanwhile, staff from corporate and academic divisions were located at Nanyang Technological University’s National Institute of Education.

Hence, she said the new arrangement would allow NIEC to be consolidated into one shared collaborative space.

Purpose-built facilities

The campus houses nine classrooms, each named after the word "child" in different languages, and each space can accommodate between 20 to over 100 students.

The rooms are equipped for both in-person and virtual learners.

There are two specially configured classrooms for infant care training.

Bay said that NIEC focuses on practice-based learning, with all full qualification programmes incorporating practicums.

"In infant care practice stations, we have 360-degree cameras, so that students can see the demonstrations clearly."

Bay added that all classes are recorded for students' revision.

The campus also features flexible discussion pods for faculty to conduct virtual lessons to further support blended learning.

Multiple pathways and mid-career switches

The NIEC offers multiple pathways for aspiring individuals to enter the early childhood sector.

For mid-career switches, a total of seven courses (four offered in English and three offered in Chinese) are available.

Bay said the NIEC's CET academy has students ranging from their 20s to their 50s and beyond.

"We welcome anyone who is interested in working with early childhood educators to join us to uplift the (early childhood) EC landscape in Singapore."

She added that NIEC works closely with the Early Childhood Development Agency (ECDA) and that ECDA said in Mar. 2026, that another 3,500 more educators are needed by 2030.

The NIEC

The NIEC was established in 2019 by the Ministry of Education as part of efforts to uplift the early childhood sector.

Since then, the NIEC has trained over 62,000 educators and provides over 100 Post-Diploma and Continuing Professional Development (CPD) courses in areas such as early years education, special needs and mother tongue language.

The institute has a team of 100 full-time faculty members with a practice-oriented curriculum to ensure graduates are work-ready.

According to the media invite, the 2024 CET Graduate Employment Survey found that 94 per cent of NIEC graduates secured employment within 6 months in the early childhood sector.

An NIEC student, Rebecca Lim Li Shan, 29, who is currently a trainee teacher at My First Skool, told Mothership that training at NIEC has made learning more purposeful.

She said she learned to observe children more intentionally to better support them in the classroom.

"Training at NIEC has made learning more of a pursuit as I can relate more to real-life experiences. I look forward to more collaboration and experiencing more real-life practice learning."
