Outward Bound Singapore (OBS) is set to open a new campus on Coney Island in Punggol in the second half of 2026.

The announcement was made by the Ministry of Culture, Community and Youth's (MCCY) senior parliamentary secretary Goh Han Yan during the ministry's Committee of Supply (COS) debate on Mar. 5.

The new campus will also be able to roll out the MOE-OBS Challenge (MOC) programme to all Secondary Three students by 2030.

Will feature advance ropes courses and team-based challenges

Goh said that around 65 per cent of the Secondary Three, or around 18,000 students, from 90 schools took part in MOC in 2025.

The five-day residential MOC programme places students in teams of 12 to participate in outdoor challenges designed to strengthen physical and mental resilience.

These challenges also aim to foster interaction among peers from diverse backgrounds.

OBS' new Coney Island campus will feature advanced ropes courses, integrated climbing systems and other team-based challenge elements.

Goh also addressed suggestions from Members of Parliament (MPs) Darryl David and Valerie Lee on extending the OBS programmes to participants of all ages and growing its overseas offerings.

However, she said that the current MOC scale-up must be prioritised first due to limited resources, and that other areas can be considered at a later time.

OBS currently has two campuses on Pulau Ubin and East Coast.
