S$52,188 monthly rental bid successfully tendered to operate clinic at Tampines St 96 HDB block

A S$52,188 monthly rental bid was successfully tendered to operate a clinic at a ground floor unit at Block 954C Tampines Street 96.

The notice of the successful tenderer was released by the Housing and Development Board (HDB).

Bid by doctor

The successful bid, according to the HDB document, was made by Lum Sian Wei Shaun, who is listed as a general practitioner online.

The other unsuccessful tenderers included other doctors and healthcare operators.

The closing date for the bidding was on Jan. 14, 2025.

The block is located in Tampines GreenGem, a newly-completed estate established in late 2023, which has a total of 1,086 units, ranging from two-room to five-room flats.

Caught people's attention

The S$52,188 bid first caught the attention of people online after it was shared on social media and forums.

Commenters online noted that annual rental alone will come up to S$626,256, or about S$1,740 per day.

Other bids

The next highest bid for a ground floor HDB retail unit to operate a clinic at Block 235B Tengah Garden Walk was S$40,088.

It was submitted by Lee Hui Min Daphne, a doctor, who also made a bid for the Tampines Street 96 unit, but was unsuccessful.

Other successful bids tendered to operate clinics were also revealed in the document.

A bid of S$13,699 for a unit at Block 94A Dawson Road by 94 Dawson Family Clinic was successful.

Another bid of S$25,388 for a ground floor unit at Block 666 Tampines Street 64 by Caring Medical Clinic was also accepted.

MND response in 2022

The Ministry of National Development said in a written parliamentary reply in August 2022 that shops sold to private entities make up 56 per cent of HDB’s commercial properties.

HDB does not collect private rental data for sold shops and owners who have rented out their shops are not obliged to report their rents to HDB, MND said.

Since 1998, HDB has ceased the sale of shops.

The remaining 44 per cent of HDB’s commercial properties are directly rented out by HDB, and include those in newer towns and estates like Sengkang and Punggol.

A summary of the average rents across the three categories, food and beverage, medical facilities, and essential services was also released.

Average rents for clinics, including those for dental services, were about S$7.88 per sq ft in the second quarter of 2022.

In general, HDB rental shop rents are far below private rentals, MND said.

Based on the data, median private rental outside the central area in 2021 was more than S$13 per sq ft.
