Former S'pore police officer, 46, executed for Kovan double murder

A 46-year-old Singaporean man was executed on Feb. 5, 2025, for a double murder.

Iskandar bin Rahmat, was charged with and convicted of the murder of two men on Jul. 10, 2013.

He had killed the owner of a car repair shop, as well as the owner's son, at his residence in Kovan.

Iskandar was a former Singapore Police Force (SPF) officer who held the rank of senior staff sergeant.

He reportedly joined the SPF in 1999.

He was 34 years old when he was arrested two days after the murder in Johor Bahru, Malaysia, while on the run.

The victims were Tan Boon Sin, 67, and his elder son, Tan Chee Heong, 42.

In the months leading up to the double murder in Kovan, the former senior staff sergeant from Bedok Police Division was deep in debt and on the brink of bankruptcy.

He was declared a bankrupt just a day after he killed the father and son duo.

Court proceedings revealed Iskandar had plotted to steal from the older victim, a car workshop owner.

Iskandar knew from a police report that a large sum of cash was kept in a safe deposit box.

On Jul. 10, 2013, he persuaded the older man to remove his money from the box so that a camera could be placed inside.

He then escorted the man back to his terrace house at Hillside Drive.

Iskandar stabbed and slashed the victim 27 times there.

He then stabbed the victim's son when he entered the house.

Iskandar was accorded full due process under the law, and was represented by legal counsel both at the trial and at the appeal, according to a press release by the Singapore Police Force (SPF).

He was convicted and sentenced to capital punishment on Dec. 4, 2015.

He appealed against his conviction and sentence, and the Court of Appeal dismissed his appeal on Feb. 3, 2017.

His petitions to the president for clemency were also unsuccessful.

The SPF added that capital punishment is imposed only for the most serious crimes, including murder.
