S'pore has world's strongest passport, outranks Finland & Japan

The index evaluated 199 countries and territories based on factors such as visa-free access, visa on arrival, and global mobility.

The Singapore passport has successfully defended its title as the world's strongest passport, according to the VisaGuide passport index 2025.

According to VisaGuide.world, the website that publishes the index, it evaluated 199 countries and territories based on factors such as visa-free access, visa on arrival, and global mobility.

The Singaporean passport scored 91.27 out of 100, outperforming a slew of European countries, including Finland (90.88), Spain (90.87), and Denmark (90.63).

The only other Asian country to make it to the top 10 was Japan, which ranked fourth with a score of 90.68.

Details of the index

According to the index, which is updated monthly, the Singaporean passport offers "extensive global mobility" by giving Singaporeans visa-free access to 169 countries and regions as of January 2025.

These included 10 countries that required an Electronic Travel Authorisation (ETA), such as the United States, Canada, and the United Kingdom (effective from Jan. 8, 2025).

In comparison, Finnish and Japanese citizens can travel visa-free to 162 and 153 countries and regions, respectively.

As for other criteria, Singaporeans need an e-visa for 14 countries, obtain a visa on arrival in 26 countries, and apply for a visa to 17 others.

Previous rankings

Over the last 12 months, VisaGuide had ranked the Singaporean passport as the world's strongest passport except for February 2024, when it dipped to fourth on the chart.

Other than the website, London-based immigration consultancy Henley and Partners also rated the Singaporean passport as the world's most powerful passport in July 2024.

At the time, the consultancy said Singaporeans could travel visa-free to 195 destinations out of a list of 227.

In 2023, Singapore shared the top spot with Japan, France, Germany, Italy, and Spain.

Citizens from the countries above could enter 194 out of 227 destinations without a visa, according to the consultancy.
