S'pore Cabinet reshuffle 2026: All promotions & key changes at a glance

Prime Minister Lawrence Wong has announced a new line-up for the Cabinet on Jul. 22.

This reshuffle sees five officeholders promoted, including two newly appointed, and several changes at the Minister of State (MOS) and Senior Minister of State (SMS) level.

The new appointees will be sworn in on Jul. 27, 2026.

"We are continuing our leadership transition with younger and newer members of the team taking on larger responsibilities," PM Wong said at the Jul. 22 press conference.

"At the same time, we are maintaining continuity and experience in the core leadership team. This balance matters because Singapore needs both experienced leaders who steer through immediate challenges and a new generation ready to take us forward."

During the press conference, PM Wong described it as a "renewal", sharing that "over time we will see more of the 5G emerge from this process".

Promotions

Jeffrey Siow (previously Acting Minister for Transport and SMS for Finance) will be promoted to Minister for Transport and Second Minister for Finance.

David Neo (previously Acting Minister for Culture, Community and Youth, and SMS for Education) will be promoted to Minister for Culture, Community and Youth, and Second Minister for Education.

Sim Ann (previously SMS for Foreign and Home Affairs) will be promoted to Second Minister for Foreign Affairs, and Home Affairs.

Jasmin Lau (previously MOS for Digital Development and Information, and Education) will be promoted to Acting Minister for Manpower and SMS for Digital Development and Information.

Goh Pei Ming (previously MOS for Home Affairs, and Social and Family Development) will be promoted to SMS for Home Affairs, and Social and Family Development.

Foo Cexiang will become MOS for Manpower, and Trade and Industry from Sep. 1, 2026.

Shawn Loh will become MOS for Education, and Health from Jan. 1, 2027.

Moves & new appointments

K Shanmugam will become Senior Minister. He will also continue in his roles as Coordinating Minister for National Security, and Minister for Home Affairs.

Tan See Leng will become Minister for Trade and Industry (Energy and Industry), and relinquish his role as Minister for Manpower.

Ng Chee Meng, the Secretary-General of the National Trades Union Congress (NTUC), will become Minister in the Prime Minister's Office.

Zaqy Mohamad was appointed Acting Minister-in-charge of Muslim Affairs on Jul. 20. He will continue in his roles as SMS for Defence, and relinquish his role as SMS for Sustainability and the Environment.

Alvin Tan will become MOS for Foreign Affairs. He will continue in his role as MOS for National Development, and relinquish his role as MOS for Trade and Industry.

Zhulkarnain Abdul Rahim will become MOS for Home Affairs. He will continue in his role as MOS for Foreign Affairs, and relinquish his role as MOS for Social and Family Development.

Renaming of MTI

The Ministry of Trade and Industry (MTI) will be renamed the Ministry of Energy, Trade and Industry from Oct. 1, 2026.

The new name reflects the ministry's growing focus on energy matters.

"Energy is becoming increasingly central to Singapore's economic competitiveness, industrial transformation, and long-term resilience," PM Wong explained at the press conference.
