S'porean man, 68, watches neighbour undress, molests minor on bus & steals caged bird, gets 8 months 1 week jail
He pleaded guilty to four charges which included molestation, voyeurism and theft.
A 68-year-old Singaporean man, who watched his neighbour undress through his bathroom window, molested a minor on a bus and stole a caged bird, was sentenced on Mar. 13, 2026 to eight months and one week's jail.
Rosrankani Abdul Latif pleaded guilty to four charges, which according to charge sheets seen by Mothership, included molestation, voyeurism and theft.
Another four charges were taken into consideration.
Watched neighbour undress
This comes after Rosrankani noticed in January 2025 that he had a direct view into his 23-year-old neighbour's bedroom from his bathroom window, according to court doucments seen by Mothership, which added that she lived in the same block.
Over the span of more than seven months until August 2025, he then observed the woman undressing or lying on her bed.
This is because he was single and had "the urge to look at girls", and believed that the victim liked him.
In May 2025, Rosrankani stood in his toilet and observed the woman naked and trying on new clothes in her bedroom.
On Jun. 24, 2025, she called the police saying Rosrankani was in his toilet pointing a laser into her room at her thigh.
She felt harassed and began drawing her blinds and installing frosted window film, as well as installing a closed-circuit television camera in her bedroom.
Shouted inappropriate things
Following this, on Jul. 18, 2025, the woman, whose blinds were partially drawn, noticed at about 12am that Rosrankani was pointing a laser into her bedroom from his toilet for about 10 to 15 minutes.
Shortly after at about 12:15am, Rosrankani repeatedly shouted: "Come to my house. I love you."
He also shouted other inappropriate things, such as "I want to see you naked".
Her mother subsequently called the police after he continued shining his laser pointer at her room.
Rosrankani was then arrested the same day and had his silver laser pointer seized from him.
After he was later charged and released on bail, he walked back and forth along the corridor outside the woman's home and shouted at her while drunk on Aug. 2, 2025, causing her to feel distressed.
During investigations, he admitted that the victim's mother and aunt had previously confronted him about his behaviour, but replied that the victim should draw or change her blinds so he could not see into her room.
Molested minor on bus
In addition, on Aug. 2, 2025, Rosrankani was seated at the last row of a bus when a 15-year-old girl, boarded the bus in a secondary school uniform.
She sat in the empty seat next to him after he called out to her and gestured for her to do so.
Rosrankani then rubbed his elbow on the girl's hip, over her skirt and spread his legs open wide such that his knee touched hers and continued rubbing his elbow on her hip.
The girl sent WhatsApp messages to her friends about her discomfort and told Rosrankani to stop but he did not reply and began rubbing her hip with his elbow more forcefully.
When she stood up and walked towards the front of the bus, holding onto a pole for balance, Rosrankani followed her and placed his hand over hers on the pole.
He then stepped towards her, rubbing himself against her buttocks at least three times, where she moved away each time.
He only stopped after she started a video call with her father, holding her phone up so Rosrankani could see it.
After she alighted from the bus and asked her father to fetch her out of fear that Rosrankani would follow her, she cried while waiting at the bus stop, breaking down further upon seeing her father.
She felt disgusted, extremely uncomfortable and shaken, blaming herself for sitting between Rosrankani and another man, as her mother had previously warned her not to sit between two men.
Rosrankani, whose actions caused the victim to feel wary and unsafe every time she took the bus in fear of being molested again, was uncooperative during investigations into this offence.
Stole bird
He also stole a bird cage containing a jambul bird on Jun. 22, 2023, after which he took the bird home and tried to wash it, but it flew away when he opened the cage.
He later sold the bird cage to a shop for S$100. The bird and the cage, worth S$3,000 in total, were not recovered, and no restitution was made.
Penalties
Calling Rosrankani a serial thief and sexual predator, the prosecution sought eight months and one week's jail to 10 months and two weeks' jail for him.
Rosrankani, who has multiple previous convictions for theft dating as far back as 1981, cannot be caned as he is above 50.
For voyeurism, he could have been jailed for up to two years and fined.
For molestation, he could have been jailed for up to three years and fined.
