Eligible Singaporeans can now get subsidised treatment for haze-related conditions at participating general practitioner (GP) clinics and all polyclinics from Oct. 12, under the Haze Subsidy Scheme (HSS).

Speaking to reporters at an event at Bukit Canberra on Oct. 11, Health Minister Ong Ye Kung said the current haze conditions are expected to persist for the next few weeks.

As of 10am on Sunday, the 24-hour PSI readings stood at 118 in the north, 115 in the south, 136 in the east, 151 in the west and 149 in the central region.

The air quality is classified as unhealthy if the PSI is in the range of 101 to 200.

Ong added that Singapore has seen a week-on-week increase in patients with respiratory issues at emergency departments.

He urged the public to seek treatment at clinics if their respiratory symptoms are not serious, while those with more serious conditions can continue to go to emergency departments.

"We are very careful in protecting that resource because people need to go there for life-and-death situations," he said, referring to emergency departments.

It is not yet clear how long the HSS will run.

The HSS will be rolled out through the Public Health Preparedness Clinic (PHPC) scheme, which coordinates primary care responses and provides subsidised care during health alerts and emergencies.

Who is eligible?

Singapore citizens who will be eligible for the HSS at PHPCs include children (aged 18 and below), and the elderly (aged 65 and above).

Individuals on the following schemes will also be eligible:

  • Public Assistance (PA);
  • Pioneer Generation (PG);
  • Merdeka Generation (MG);
  • Community Health Assist Scheme (CHAS) – Blue and Orange cardholders only; and
  • Medical Fee Exemption Card (MFEC).

All Singapore citizens are eligible for HSS at polyclinics.

How much will one have to pay?

PA cardholders will receive fully subsidised care for haze-related conditions at PHPCs and polyclinics under HSS.

PG and MG seniors will pay no more than S$5, while other eligible Singapore Citizens will pay no more than S$10.

The conditions covered under the HSS include allergic rhinitis, asthma, bronchitis, conjunctivitis, chronic obstructive pulmonary disease, upper respiratory tract infection, and their complications.

More information on the HSS, including the list of PHPCs, is available on the Ministry of Health's website here.

Patients can also identify participating clinics by the PHPC decal or HSS poster displayed at the clinics.
