Over 950,000 HDB households to get S$110-S$190 U-Save, S&CC rebates in Oct. 2024

More than 950,000 Singaporean households living in HDB flats will receive U-Save and Service and Conservancy Charges (S&CC) rebates in October 2024 as part of the permanent GST Voucher (GSTV) scheme.

In a Sep. 30 press release, the Ministry of Finance said the rebates were to help provide support for GST and cost-of-living expenses for lower to middle-income households.

The rebates are disbursed four times a year, with this October disbursement being the last for 2024.

Eligible households do not need to take any action to benefit from the U-Save and S&CC rebates.

The U-Save rebates will be credited directly into households utilities accounts with SP Services, while S&CC rebates will be credited directly into households S&CC accounts with their respective Town Councils.

U-Save rebates

MOF's press release said the additional U-Save rebates were announced at Budget 2024 and will be provided to help Singapore and HDB households cope with increases in their utility bills.

In October eligible households will receive between S$110 and S$190 worth of U-Save rebates depending on their HDB flat type.

2024 U-Save rebates could cover four to eight months of utility bills

Eligible households will receive 2.5 times the amount of regular U-Save rebates, or up to S$950, in FY2024.

On average, this will cover about eight months of utility bills for those living in one- and two-room flats and about four months of utility bills for those living in three- and four-room flats.

Electricity tariffs down for last quarter of 2024

Meanwhile, SP Group announced on Sep. 30 that from the period of Oct. 1 to Dec. 31. households’ electricity tariff (before GST) will decrease by 2.6 per cent, or 0.78 cent per kilowatt hour compared to the previous quarter, due to lower energy cost.

SP Group estimated that the average monthly electricity bill for families living in an HDB 4-room flat will decrease by about S$3, before GST.

S&CC rebates

Eligible households will also receive up to one month of S&CC rebates in October.

In total, eligible households will receive up to four months of S&CC rebates in FY2024.

Residents can check or enquire about their eligibility for S&CC rebates by logging into My HDBpage via HDB InfoWEB with their Singpass.

Residents with specific queries on the household's S&CC payment or account status can contact their respective Town Councils.
