14,000 homes to be built in Sembawang North & Woodlands North Coast from 2025
This includes 12,000 public housing units such as Build-To-Order (BTO) flats.
About 14,000 new homes will be built in new housing areas at Sembawang North and Woodlands North Coast from 2025.
Speaking at the HDB Awards Ceremony on Oct. 22, Minister for National Development Desmond Lee announced the development plans, which is also set to offer 12,000 public housing units.
These homes are expected to meet sustained housing demand and provide a "sizeable supply of affordable homes" for Singaporeans looking to live in the north, according to a press release by the Housing and Development Board (HDB) on Oct. 22.
Sembawang North to have BTO flats and private housing
According to HDB, the new 53-hectare area within Sembawang is expected to offer around 10,000 homes.
This figure includes 8,000 BTO flats and 2,000 private housing units upon development.
Design
The design of the new housing area will draw inspiration from Sembawang's naval heritage and colonial architecture, such as those seen at the Former Admiralty House and Former Aggie Weston's Royal Sailors' Rest.
This includes the design of housing developments and public spaces, such as playgrounds and precinct pavilions.
BTO projects will take inspiration from the colonial bungalows and showcase design elements, such as courtyard layouts, pitched roofs, and striking geometric patterns.
Nautical elements will also be integrated into the street furniture, play structures, landscaping and paving treatments, and wayfinding signage to create community spaces that are reflective of the unique history of the area.
Key features and amenities
Those living in Sembawang can look forward to a comprehensive range of amenities in Sembawang North, which ensures a quality living environment.
There will also be new commercial facilities, healthcare services, schools, and places of worship in the future.
Residents can also expect new recreational and green spaces for leisure purposes.
Community Wharves Link, a key feature of Sembawang North, is a network of pedestrian connections that will link upcoming BTO projects.
Featuring "docks" for precinct facilities and activities, these connections will offer a pleasant and uninterrupted walking environment providing easy access to various amenities and green spaces.
A new "Neighbourhood Centre" is planned at the heart of the housing area, boasting an array of shops and dining options to meet residents' daily needs.
A one-hectare park, or the Community Avenue, lined with playgrounds and fitness stations are designed to encourage residents to spend time outdoors.
It will also serve as a link between Sembawang's existing developments in the south to potential future waterfront developments in the north.
A comprehensive network of cycling paths and pedestrian walkways aimed at improving connectivity to key facilities and transport nodes will also be developed.
Woodlands North Coast to be mixed-use area with public housing
As part of HDB's Remaking Our Heartland (ROH) plans for Woodlands announced in 2017, the Woodlands North Coast area will be transformed into a dynamic mixed-use waterfront destination.
The site is being developed to provide more affordable options for young couples and families who wish to live in Woodlands.
The first BTO project will be launched in February 2025, and the rest progressively launched in the following years.
Upon completion, the 21-hectare area is expected to offer 4,000 new homes.
Design and amenities
BTO projects in Woodlands North Coast will offer a unique "Housing by the Woods" experience, with the blocks designed to maximise scenic views of Admiralty Park and Woodlands Waterfront.
The projects also boasts abundant green spaces and amenities, such as eateries and shops.
Future residents of Woodlands North Coast will also benefit from the convenient access to the Woodlands MRT station and existing amenities in Woodlands Central via the upcoming 1.9km WoodsVista Gallery.
A walking and cycling path developed by HDB and the National Parks Board (NParks), it is expected to be completed in 2026 along with UrbanVille @ Woodlands, a BTO project that is currently under construction.
Agencies may also co-locate various facilities, such as sports, community, healthcare and food and beverage (F&B) uses within an integrated community hub for residents.

Apart from residential amenities, other future developments include the industrial development Woodlands Gateway, and the Johor Bahru-Singapore Rapid Transit System (RTS) Link, developed in partnership with agencies, such as JTC and the Land Transport Authority (LTA).
