Repeat sex offender made a roster, manipulated 4 underage girls into performing sex acts on him

The accused pled guilty and is due back in court for sentencing.

Simon Wong Choy Chuan, pleaded guilty to four charges of sexual penetration of a minor under the age of 16, reported The New Paper (TNP).

From September 2017 to February 2018, Wong convinced four underage girls that he was a gang leader and a clairvoyant so that they would perform sex acts on him.

The 32-year-old had committed the crimes within two months of being released from prison.

Back in 2013, Wong was caned and jailed for six and a half years after using various means to coerce five minors into performing obscene acts on him, reported Channel News Asia (CNA).

Sexually exploited 15-year-old girl

In August 2017, Wong, who was working part-time at his mother's maid agency, became acquainted with a girl on Facebook, and told her to introduce him to more female friends.

According to court documents, the girl introduced Wong to her best friend, the first victim, who was then 15 years of age.

Wong lied to the first victim that he was only 21 years old and entered into a romantic relationship with her in September 2017. Thereafter, Wong sexually exploited her.

Tricked victim and three other underage girls into paying him S$10 on a daily basis

In December 2017, Wong told the first victim to introduce more female friends to him. She complied and introduced her friends:

  • The second victim (then 14 years old).
  • The third victim (then 13 years old).
  • The fourth victim (then 14 years old).

Due to a gag order by the court, the names of the four victims cannot be revealed.

Wong lied to the victims that he was only 19 years old, and claimed that he was the second head of the ‘Omega’ Secret Society gang.

He did this as he knew that young girls were gullible and wanted the victims to fear him so that they would not dare to report him to the police.

Wong then asked all four victims to join his "gang" and to pay him S$10 on a daily basis as membership fees.

In return, he promised to protect them from being bullied in school. In total, Wong received around S$130 from the girls.

Deceived and manipulated four victims into performing sex acts on him

Wong then told the first victim to teach her friends how to do a “hand job” and a “blow job”.

Initially, the first victim was reluctant. However, she eventually complied as she did not want to risk angering Wong.

To persuade the second, third and fourth victims into complying with his demands, Wong also claimed to have clairvoyant abilities.

For instance, Wong "predicted" that ill fortune would befall the fourth victim if the second victim did not perform sex acts on him.

In order to induce the second and fourth victims to participate in sexual acts with him willingly, Wong also asked them to be his "girlfriends."

Using a weekly roster, Wong made the victims perform sexual acts on him and vice-versa.

Third victim lodges police report

Their meetings were held at least once a week at either the void deck of a HDB block in Ang Mo Kio, or the multi-storey carparks located in Jalan Teck Whye and Canberra Road.

On the evening of February 14, 2018, the third victim lodged a police report at Choa Chu Kang Neighbourhood Police Post.

She was concerned for her safety, as Wong kept calling her mobile phone to request her attendance at the meetings, which revealed the offences.

One victim had suicidal thoughts

Following the discovery of the offences, all four victims were sent to the Child Guidance Clinic for a psychiatric assessment.

Three of the victims were deemed particularly vulnerable to Wong's manipulations as they were assessed to fall within the "low to average range of intelligence."

One victim blamed herself for the incidents, saying that she was ‘very dumb’. It was only after she attended sex education classes in school that she realised these acts were wrong.

She became emotionally distressed and had suicidal thoughts.

Another victim claimed to have felt "weird" and was "not ok" with performing sexual acts on Wong, while the other said that she did not want to do as Wong asked, but did not dare to lodge a police report.

Wong found to be at high risk of sexually reoffending towards young teenage girls

On March 16 and 20, 2018, Wong was assessed at the Institute of Mental Health.

He was found to not have any mental illness, and to be at high risk of sexually reoffending towards young teenage girls in the same group.

Deputy Public Prosecutor Chee Ee Ling pointed out that Wong's modus operandi was "quite similar", using the internet or mutual friends to acquaint himself with victims, CNA reported.

According to TNP, Chee also requested the court to call for a corrective training suitability report.

Wong is expected to be back in court for a sentencing hearing on March 20.

For sexual penetration of a minor under the age of 14, Wong could be fined, jailed for up to 20 years or caned.

He could also face a fine, jail for up to 10 years, or both for sexually penetrating a minor under the age of 16.

In addition, Wong will not be eligible for the usual one-third remission for good behaviour if he is sentenced to corrective training.
