Health Sciences Authority rebuts claim its officers acted like thugs

The person making the accusation said he has video footage but did not reveal it.

The Health Sciences Authority has issued a strongly-worded statement that it does not take kindly to unwarranted accusations made against its officers.

This was after a Facebook post on Oct. 7, 2017, accused HSA officers of being abusive and excessive when carrying out their investigative duties.

Investigated for selling tobacco to underage minor

The post is by Daniel Tan Boon Huat, who is being investigated by HSA after his tobacco retail licence was suspended because his shop was found selling tobacco to an underage minor, according to the HSA statement.

However, Tan did not reveal this but only claimed in his post the matter was over "some administrative issue" involving his shop’s transfer of tobacco products internally.

He also claimed the HSA officers knocked on his door at night on a Saturday, had harassed his staff and he was locked in office for eight hours.

He said he has video footage of HSA officers going to his home to knock on his door when he was not around but did not release it.

I am starting to lose faith in Singapore system, there is abuse and excessive, overboard investigation terror tactics by govt agencies, they just harassed my outlet again and took down all my staffs nric and then came over to my house knocking and shouting my name, then went over to Zyre Raphaela Loh doing the same,

Health Science Authority has been summoning me over and over, lock down in office, intimidation tactics, and they can’t tell us till now (it’s been months) what exactly are they investigating us for??? Supposedly some administrative issue over our internal shop’s transfer of tobacco products (whichever run low, we shift them around to meet demand? How is that illegal?) if illegal, isn’t this a small admin issue?

HSA responds

In response, HSA issued a statement on Oct. 11 clarifying the allegations against its officers.

It denied that they acted in a harassing manner and were professional throughout.

HSA said its officers visited the relevant parties on Saturday evening and Sunday morning as a result of finding new evidence.

HSA also said Tan was allowed to move freely in and out of HSA's office during an interview on Sept. 29. They also have video footage to support their version of events.

The HSA said it takes a serious view on persons who make unfounded accusations against its officers.

HSA Clarifies on Allegations Against Investigation Officers

The Health Sciences Authority (HSA) is aware of an online post making allegations about the actions of HSA’s investigation officers. We wish to clarify that the accusations are false. HSA officers had carried their duties professionally, without any harassment or threats made as alleged.

2 The accusations were made by an individual whose tobacco retail licence was suspended because his shop was found selling tobacco to an underage minor. This individual and relevant parties are currently assisting HSA in investigations with regard to further violations to the Tobacco Control of Advertisements and Sale Act (TCASA).

3 The individual was informed to assist in investigations and asked to attend an interview at HSA’s office on 29 September 2017. The HSA officer had provided the individual with drinks during his interview. HSA’s CCTV footage records also showed that the individual had also freely left the unlocked interview room several times to attend to personal matters.

4 On the evening of 7 October 2017 and the morning of 8 October 2017, HSA authorised officers had visited the homes of the relevant parties to serve them a notice to attend another interview, due to new evidence uncovered during the ongoing investigations. HSA’s investigation officers had performed their duties professionally by knocking on the door briefly and left when no one was home.

5 HSA would like to assure members of the public that our authorised officers will continue to dutifully conduct themselves professionally and as empowered by the law. We take a serious view on persons who make unfounded accusations against our authorised officers.
