Ministry of Finance: "Unlimited changes" clause is unfair; local school was behind tender

Here's what they told us.

In the wake of a viral Facebook post by a Singaporean designer who captured screenshots from a government tender requiring that vendors allow "unlimited changes" to the work done, the Ministry of Finance, which oversees GeBIZ (the government tender portal), told Mothership.sg that one of them originated from a local school.

Mothership.sg understands that the three screenshots posted by Kelley Cheng originate from three separate sets of tender documents found on GeBIZ. We have on Tuesday afternoon seen two of the three sets, which contain portions that correspond to the first two screenshots.

On Wednesday evening, the ministry, in a joint statement with the Ministry of Education, confirmed that at least one of the offending tenders came from "a local school".

It also said that the problematic phrases have since been removed from the school's invitation to quote (what the document is called), while adding that MOE "agrees that the number of iterations should be reasonable and cannot be unlimited".

MOF said they will also be reminding all government agencies to ensure that "all procurement specifications are reasonable and fair".
