The public is free to enter Clifford Pier any time of the day, despite access to it being blocked with couches and potted plants to show that it has been set aside for private use.

This is so as the area is to remain open to the public at all times even after it was sold by the Urban Redevelopment Authority in 2006 and redeveloped into the Fullerton Bay Hotel.

According to The Straits Times on March 29, photos dated March 2 showed obstacles blocking the access to parts of the waterfront at Collyer Quay that includes Clifford Pier.

Part of the deck at the pier beside the hotel was cordoned off despite signs that indicated that the area was to be "accessible at all times".

This is how the area should look like without obstruction:

The URA said it is investigating and will take enforcement action for any infringement of the guidelines after taking into account the impact of the infringement and circumstances of the case.

Fullerton Bay Hotel said it could not comment as it has yet to receive formal notification of the investigation from URA.

Clifford Pier was gazetted for conservation in 2007 after being replaced by the Marina South Pier.
