According to the fine, this person was caught by officers from the National Environment Agency (NEA) in civilian clothing for smoking a cigarette inside a multi-storey carpark.

This is an offence, according to the Smoking (Prohibition in Certain Places) Act.

If you're wondering if this is like another fake WhatsApp message, it is listed on the NEA site that smoking is prohibited in multi-storey and basement car parks, along with other prohibited areas:

The official site also states that S$200 fine will be issued if anyone is caught.
