AVA investigating landed property owner who kept dog in small cage round-the-clock, not protected from rain or sun

Not cool.

A Facebook group, Chained Dog Awareness in Singapore (CDAS), shared a post on Feb 7 that detailed evidence of ill-treatment of a pet dog.

The dog, a Papillon, has according to page administrators been kept in a small cage at the backyard of a landed property round the clock since 2012, without sufficient shelter from rain or direct sun.

In one of the videos from the Facebook post, for instance, you can see that in heavy rain, the dog paces back and forth in its cage, unable to seek shelter or shield itself from the downpour.

You can also see in the other videos posted that it cowers, moves away and paces, all of which are according to the SPCA signs of fear and anxiety.

PAPILLON IN DISTRESS. PLEASE DO YOUR PART TO HELP!

In November last year, we highlighted a pitiful papillon that was confined to a small cage with no space to move and water bowl was overturned. We lost visibility of the dog when the owner shifted out of his home. We wrote to AVA hoping to enlist their help to check on the welfare of the dog. We had two witnesses, a email from SPCA, a letter from Mr Alvin See, Assistant Professor of Law from SMU stating his views from a legal perspective. Opinions and evidences collected were written off. AVA claimed that the owner in his new home "HAD TAKEN STEPS TO IMPROVE ITS CONDITIONS" and the dog now has a PLAYPEN ABOUT 3 TIMES ITS SIZE WITH AMPLE SPACE TO MOVE AROUND" but look at what we have here??? Three days of evidences collected where the dog was found confined in the small miserable cage, going round in circles in obvious state of distress and exposed to both heat and rain! Is this a CRUEL JOKE from AVA when they said the dog is in a better condition????!! Since when a small cage has become a Playpen?? Or is the officer-in-charge being PLAYED like A FOOL by the irresponsible owner who got away since 2012! This owner has the audacity to hid this poor dog in an obscure corner with bicycle, chair and a panel in the cage to block the neighbours' view. Like we say before: you can run but you cannot hide. When you do evil be prepared to be exposed! AVA: WE APPEAL TO YOU TO TAKE THE ACTION TO REMOVE THIS DOG FROM THE OWNER NOW THAT WE HAVE GATHERED SUFFICIENT EVIDENCE!

This poor dog had suffered from 2012 till now. We need to put an end to his suffering. Please SHARE this post to seek justice for this dog! Write to AVA (attn to Mr Joshua Teoh, Deputy Director, Investigation Unit at [email protected]) and ask AVA to remove the dog due to strong evidence. Do we need to wait to collect the carcass before they would remove the dog from the cage? Inform media to drive greater awareness for all the chained/ caged dogs that's been cruelly neglected. They don't deserve such a treatment!

Unfortunately, the dog's circumstances did not appear to have improved despite action from the SPCA and the Agri-food and Veterinary Authority (AVA). In the latest video shared on Feb 8, a domestic helper at the house was caught hitting the dog:

Thankfully, though, a subsequent update on Thursday showed that the dog has been taken away by AVA officers, as well as that its owner has been placed under investigation:

Ava has removed the papillon from the owner and he will be placed under investigation. PAPILLON has been moved to the pound temporary pending investigation. According to Ava officer, PAPILLON is about 12-13 years old and has a good temperament.

We hope this dog can enjoy freedom one day. Just like this one.
