10 newbies to watch in Singapore’s 13th Parliament

Some of them will certainly make the news this week.

Monday is when all the fun begins — Singapore's 13th Parliament debates start at 1.30 pm.

Following President Tony Tan's address at the opening of Singapore’s 13th Parliament (Jan 15), Ministers and Members of Parliament (MPs) will spend this week (Jan 25 to Jan 29) debating issues related to Tan's speech.

There will be up to 92 members in the House — 89 MPs and 3 Non-Constituency Members of Parliament (NCMPs).

This week is extra special for the folks elected for the first time in last year's General Election, as it will see these newly-minted MPs and NCMPs delivering their maiden parliamentary speeches.

There will be 21 new faces, with 19 coming from the ruling People's Action Party (PAP) and two from the opposition Workers' Party (WP).

Below are 10 new parliamentarians we'll be watching in Singapore’s 13th Parliament:

1. Leon Perera, WP, NCMP

Who? Perera, 44, is the new NCMP who will take over his East Coast GRC "senior" and counterpart Gerald Giam. This guy comes with stellar credentials — the Anglo-Chinese School, Hwa Chong Junior College, an Honours degree in Philosophy, and a double-first class honours in politics and economics from Oxford University. Married with two children, Perera is the CEO of an international business research and consulting agency.

Why? Having initially made a splash during the general election last year, is already in the news several times last November for his comments on the Hep C review. Perera urged MOH to conduct a COI as a process that will “strengthen public confidence in our healthcare system, not undermine it”.

And because socio-political site The Independent.sg, founded by Perera, said that he is "The man to watch in the House". Hur hur.

2. Sun Xueling, PAP, MP

Who? Sun, 36, is an investment director of Temasek Holdings. Married with a two-year old daughter, Sun started helping out at grassroots events in Buona Vista in 2001.

Why? It appears that the PAP had been monitoring her progress since 2004 — the year she spoke at the PAP's 50th anniversary rally at the age of 25. DPM Teo also revealed in the PAP press conference that the party considered fielding her in 2011 but she was working in Hong Kong and thinking of having children. And yes, she is 100% Singaporean.

3. Ong Ye Kung, PAP, Acting Minister

Who? The Acting Minister for Education (Higher Education and Skills) & Senior Minister of State, Ministry of Defence. Married with two teenage girls, Ong was... (take a deep breath before reading this in one shot) Director of Group Strategy at Keppel Corporation; Deputy Secretary-General of National Trades Union Congress; CEO of Workforce Development Agency (WDA), and Principal Private Secretary to Prime Minister Lee Hsien Loong from 2003-2005.

Why? As above. kidding. Ong has been striding the national stage confidently over the past few months, opening with an impressive maiden speech on the meaning and objective of Higher Education. He then went head-to-head with Singapore Democratic Party Chief Chee Soon Juan and did not lose. It is also significant that Ong is the only first-term MP and Minister to co-chair one of the five sub-committee in the Steering Committee for the Future Economy. The Steering Committee is headed by Finance Minister Heng Swee Keat and consisted of four generation leaders such as Ministers Chan Chun Sing, Lawrence Wong and S Iswaran.

4. Desmond Choo, PAP, MP

Who? Choo, 37, is a Director of Youth Development at NTUC and the Deputy Secretary of the Attractions, Resorts and Entertainment Union. The Everton Football club fan also spent 14 years in the Singapore Police Force and has the enviable position of being billionaire Peter Lim's right hand man in the Valencia Football club deal.

Why? Choo is probably one of the most prominent PAP adviser to grassroots organisations before GE 2015. He was PAP's candidate for Hougang in two elections (GE 2011 and the Hougang by-election in 2012) and lost twice — he must, therefore, really want to say something in Parliament, so let's give him a chance, eh? As the Director of Youth Development at NTUC, Choo will have a lot on his plate as he aims to engage the PMETs and to make NTUC more relevant to young Singaporeans. Choo is also following in the illustrious footsteps of Senior Minister of State Josephine Teo, who was a former Director of Youth Development at NTUC.

5. Cheng Li Hui, PAP, MP

Who? Cheng, 39, is the Deputy CEO of Hai Leck Holdings Limited and a volunteer with several public organisations for the past 12 years.

Why? She is a familiar face among the parliamentarians. According to her CV, she spent the last decade working with Mayor Teo Ho Pin to understand grassroots organisations. She also helped former MP Ellen Lee in Woodlands in 2013 and MP Vikram Nair in Admiralty in 2014. Former Minister Mah Bow Tan said Cheng is the "talk less, do more" type.

6. Dennis Tan, WP, NCMP

Who? Tan, 45, is a partner at shipping law firm DennisMathiew.

Why? Tan is one of the new faces in WP's central executive council (CEC), its highest decision-making body. The NCMP was also featured by WP last month. He fronted a media interview alongside former NCMP Giam and spoke about how the frequency of MRT train breakdowns cannot be a normal way of life in Singapore.

7. Ng Chee Meng, PAP, Acting Minister

Who? Ng, 47, served as Singapore's Chief of Defence Force (CDF). As a former Lieutenant-General, he is the highest ranking military officer in political office. Ever.

Why? Like Ong, he is seen by many as part of the fourth-generation leadership team. Apart from Ong, he is also the only first-time MP to be appointed as Acting Minister immediately after GE2015. As Acting Minister for Education (Schools), Ng is already in the hot seat, with the public's interest on Singapore's newest junior college (Eunoia). The more contentious issue on his plate will be how Ng intends to resolve the matter on MOE discontinuing free parking in public schools for staff. At MOT, Ng is also overseeing the politically-tricky review of private hire car apps like Uber and GrabTaxi.

He will have plenty of opportunities to stand up while the rest are sitting down in parliament.

8. Darryl David, PAP, MP

Who? The 45-year old former TV personality and former TV gameshow host who is now Deputy Director of the School of Design at Temasek Polytechnic.

Why? Because Pyramid Game. And he can speak Mandarin. And he is among the most popular MPs on Facebook with over 8,000 fans.

9. Amin Amrin, PAP, Parliamentary Secretary

Who? Amin, 37, is the Parliamentary Secretary, Ministry of Home Affairs.  He worked as a corporate lawyer at Joseph Tan Jude Benny LLP (JTJB) before becoming an office-holder. Amrin was also K. Shanmugam’s legislative assistant from 2004 to 2006.

Why? As the only Malay-Muslim office-holder of the 2015 batch, Amin looks to be destined for bigger things. He was mentioned in the same breath as Acting Ministers Ong and Ng in PM Lee's post-GE 2015 message (I’ve saved a seat for you) as the PAP secretary-general:

“This election is a major step forward for our leadership renewal. Joining Heng Swee Keat, Chan Chun Sing, Lawrence Wong and Tan Chuan-Jin from the last batch are Ng Chee Meng, Ong Ye Kung, Chee Hong Tat and Amrin Amin in this round.”

10.  Chee Hong Tat, PAP, Minister of State

Who? Chee, 42, is the Minister of State for Communications and Information, as well as Health. He was a senior civil servant — the Second Permanent Secretary at the Ministry of Trade and Industry, the CEO of Energy Market Authority, and a former Principal Private Secretary to then-Minister Mentor Lee Kuan Yew.

Why? He is one of the few senior civil servants from the 2015 batch who became a political office-holder immediately (the other senior civil servant was Ng). Chee is leading a taskforce to review the national response system to outbreaks, following the unfortunate Hepatitis C virus incident at Singapore General Hospital. Chee is also considering setting up a ‘SWAT team’ to deal with infectious diseases.

Chee will be pleased to know that there will be enough mikes to go around in Parliament.
