Man threatened to report stall to NEA for cockroaches after hawker stopped his daughter from taking utensils

That's an unusual way to get back at somebody.

An unknown man's (henceforth known us Quiksilver T-shirt man) photograph has gone viral on Facebook with over 10,000 shares. The Facebook post was written by Andrea Poon, whose parents run a hawker stall involved in this viral post.

The reason for the post going viral?

Quiksilver T-shirt man had threatened to report the hawker stall to the National Environment Agency (NEA) for having cockroaches after Poon's mother made his daughter cry.

Quiksilver T-shirt man's daughter allegedly tried to take utensils from the hawker's stall without asking for permission and without buying anything from them, and was told by Poon's mother to return the utensils. Quiksilver T-shirt man's daughter cried after that.

Poon claimed that after seeing his daughter cry, Quiksilver T-shirt man allegedly said, "It's alright, I will cause trouble for this stall and tell NEA there were cockroaches in the stall."

Poon's father then yelled at Quiksilver T-shirt man because his stall did not have any roaches. This prompted Quiksilver T-shirt man to take a photograph of the stall and he said that he would definitely report the stall.

Poon's father instructed Poon to take a photograph of the man as well. Apparently, Quiksilver T-shirt man said he was fine with his photograph being taken and reported as he was not doing business like Poon's parents.

Poon's Facebook post goes on at length questioning whether this incident was one about educated people having a prejudice against hawkers who have lower education qualifications.

According to NEA food hygiene standards, a failure to keep a licensed stall free of infestation will result in 6 demerit points and a fine of $400. If a stall accumulates 12 points within 12 months, the stall will be suspended between two to four weeks.

As for Quiksilver T-shirt man, should he intend to go ahead with reporting Poon's parents to NEA, may we present to him the Penal Code (Chapter 224) Chapter X Section 182:

False information, with intent to cause a public servant to use his lawful power to the injury of another person

182. Whoever gives to any public servant any information which he knows or believes to be false, intending thereby to cause, or knowing it to be likely that he will thereby cause, such public servant to use the lawful power of such public servant to the injury or annoyance of any person, or to do or omit anything which such public servant ought not to do or omit if the true state of facts respecting which such information is given were known by him, shall be punished with imprisonment for a term which may extend to one year, or with fine which may extend to $5,000, or with both.

Quiksilver T-shirt man better have some photographs and hard evidence to back his claim up.
