NSmen who skip IPPT three times in a row will be sent for confinement

Yes, that would be so effective.

Reservists who skip the Individual Physical Proficiency Test (IPPT) three times in a row will soon be locked up in camp, "forced" to exercise and be fined.

It was reported in The Straits Times on Oct. 31, 2014 the idea of confining IPPT defaulters to exercise in camps has been on the cards since last year.

Although not official policy, the current practice for recalcitrant defaulters is to be spared the jail term and get away with a fine of $100.

The Singapore Armed Forces (SAF) said the new harsher regime will start in January 2015. A five-day boot camp is aimed at getting operationally ready national servicemen (NSmen) fit.

The last several months has seen measures put in place to make the IPPT less of a hassle for NSmen, such as implementing a stripped-down three-station fitness test starting in April and more convenient venues to train for the test.

The military, however, said there will be offenders who skip IPPT.

From ST:

"There will be a small number of NSmen who may not have a valid reason for not attempting their IPPT," the army's assistant chief of general staff (training), Colonel Ng Ying Thong, told The Straits Times.

The number of repeat offenders is not known and it is unclear whether they will get their remuneration from the Government when sent to boot camp.

Barred from leaving camp premises, offenders will get fitness training and attempt the IPPT and the confinement will "focus on teaching NSmen the different types of fitness modalities and fitness habits", said Col Ng.
